At the Full Meeting of Patchway Town Council on Tuesday 21st January 2025, Councillors heard from the leadership and volunteers of the Coniston Community Centre regarding the proposed parking charges by South Gloucestershire Council for the car park at The Parade.
Following a passionate discussion, it was resolved by Patchway Town Council to write to South Gloucestershire Council outlining the concerns of the local community and the potential impact on local services and people. The Council also invited South Gloucestershire Council to attend the meeting of Patchway Town Council on 18th February 2025, though this has not been confirmed as of 17th February 2025.

RE: Objection to Proposed Parking Charges at The Parade, Patchway
On behalf of Patchway Town Council, I write to express our grave concerns regarding the proposed introduction of parking charges at The Parade, Patchway, a measure that threatens to undermine the wellbeing of our community. In an area officially recognised as one of significant deprivation, this proposal would exacerbate existing challenges and directly harm the most vulnerable, particularly the users of the Coniston Community Centre and Café.
On the 21st January 2025, the Town Council held a meeting whereby users of the community centre and café attended and voiced unanimous concerns and frustration regarding the detrimental impact these charges would have on their lives and the continued viability of the community centre and café. Their contributions underscored how essential the centre is to our town and revealed the deep anxiety caused by this proposal.
To support the Council meeting, a report, attached, has been prepared which provides a review of the likely impacts of the proposed charges. This report, based on both qualitative and quantitative data, clearly highlights the deeply negative consequences the proposal would have on our community.
The community centre and café serve as a vital hub for our residents and visitors, many of whom rely on its services for essential support, including wellbeing, mental health, education, and recreational activities. A significant proportion of the centre’s users are individuals and families already facing economic challenges. The introduction of parking charges would serve as a financial barrier, discouraging participation and further isolating those who are most in need.
A councillor report outlined key findings, including:
1. Economic Impact on Vulnerable Residents
The additional cost of parking fees will disproportionately affect low-income families, senior citizens, and individuals who rely on the centre for affordable activities and support. These charges will add to the financial strain already felt by many in our community.
2. Projected Decline in Centre Usage
The report identifies a strong correlation between the introduction of parking charges and decreased attendance at local services. Such a decline would threaten the continued viability of the community centre, which plays a critical role in fostering social inclusion, improving mental health, and supporting community cohesion.
3. Community Concerns Expressed at the Meeting
During the Council meeting, users shared compelling personal experiences, emphasizing how critical the centre is to their well-being and daily lives. Many expressed fears that parking charges would render the centre inaccessible, particularly for those who have no alternative means of transportation.
4. Contradiction of Public Policy Goals
Introducing parking charges in a deprived area directly contradicts broader objectives to reduce inequality, promote community engagement, and support those in need. This policy risks exacerbating existing disparities and isolating vulnerable residents further.
5. Alternative Solutions
We understand the financial pressures faced by the District Council, but we strongly urge you to explore alternative revenue-raising measures that do not disproportionately impact deprived areas or essential community services.
Patchway requires investment and support, not measures that risk eroding the fabric of our community. The imposition of parking charges is not only unnecessary but also deeply unjust in this context.
The Town Council strongly urge the District Council to reconsider this proposal and engage in meaningful discussion with local stakeholders, including our council and the users of the community centre and café, to find a solution that supports rather than hinders our community.
The Town Council would also like to invite you to the next Council meeting on the 18th February 2025, at 7pm, Callicroft House, Rodway Road to provide the Council and residents of Patchway the opportunity for further discussion on this matter.
