Fly Tipping
Fly tipping is illegal and dumping waste is a criminal offence.
People who fly tip can be fined up to £50,000 and face up to 5 years imprisonment. You could also face the same penalties if you allow someone to fly tip on your land or a vehicle registered to you is used to fly tip. ​If you utilise the services of a waste carrier, you need to check they have a licence to carry waste and are taking it to a licenced site, or you could be fined up to £5,000.

Fly tipping on roads, pavements and South Gloucestershire Council owned land should be reported to South Gloucestershire Council online HERE and they will aim to clear it in 3 working days. Try to give as much detail as you are able to regarding location, type & amount of waste and photos if possible (do not touch the waste). If you witnessed the fly tipping, please give the time and date, appearance of fly tippers and any vehicles they may have used. Please do not approach the fly tippers.

South Glos Council cannot clear fly tipping from private land. If the land belongs to a housing association they will refer this on.

Deceased Animals
South Glos Council will remove dead animals from roads and public open spaces and aim to have this completed by the next working day. They will scan cats & dogs to identify owners or use information from collars. Once the owner has been notified they will keep the animal for 24 hours for collection. Where they are unable to identify an owner they keep the pet for 48 hours where possible.
Potholes, Pavements & Roads
South Gloucestershire Council sweep the road gutters of most kerbed roads approximately every 10 weeks to remove grit, litter and general dirt that has collected. During autumn we suspend routine sweeping so that we can divert resources into clearing leaves. They also sweep footways and cycleways that they are responsible for. Environmental Incidents
Hate Crimes & Anti-Social Behaviour
If you are a victim of a hate crime, you should report this to the police in the first instance if you feel able to. If there is immediate danger, please call 999. Otherwise, you can call 101, report at a police station, complete an online form via Avon & Somerset Police, True Vision or Crimestoppers.

Well Aware - The Well Aware website provides information on a wide range of organisations; support groups, community groups, events and activities that can help improve your health and wellbeing in Bristol and South Gloucestershire.​
Stand Against Racism & Inequality (SARI) - SARI provide casework, advocacy and support to people who feel that they have been targeted or harassed because of their race, faith, sexual orientation, gender identity, age, physical or mental disability (including mental health).
Muslim Women's Network UK - working to improve the social justice and equality for Muslim women and girls.
Chinese Community Wellbeing Society
- supporting the health and wellbeing of the Chinese speaking community in Bristol and across the south west of England, and their integration and inclusion in local communities.
Swan Advocacy (VOCAS) - a free, independent and confidential advocacy service for adult victims of crime and antisocial behaviour living in Somerset, Bristol, Bath & North East Somerset, South Gloucestershire and North Somerset. Adult victims can access advocacy, alongside practical and emotional support to help them to cope and recover from their experience and to engage with the criminal justice system if they choose to do so.
Mindline Trans+ - A confidential emotional, mental health support helpline and signposting service for people who identify as Trans, A Gender, Gender Fluid, Non-binary. They can also offer support to friends and family.
Off The Record - OTR offers free, confidential and self-referral mental health and wellbeing information and support designed to help with a range of issues, including depression, anxiety, stress, loss and relationship problems.
Refugee Action (South West) - Refugee Action can help support people who suffer violent attacks or other hate crimes, to ensure they know their rights and get the help they need.
Abandoned Vehicles
Abandoned vehicles are a matter for South Gloucestershire Council or Avon & Somerset Police.
The Police are responsible if: it is causing an obstruction on the highway; there is evidence that it may have been stolen; or the vehicle has been burnt out. This can be reported by calling 101.
South Gloucestershire Council are responsible if it doesn't fit the police responsibilities description and: has no registered owner; is causing a hazard or safety issue; is burnt out; is taxed but badly damaged with flat tyres; missing wheels or broken windows; or has been untaxed for at least a month and unmoved on a public road for at least two months.

Abandoning a vehicle is an offence under the Refuse Disposal (Amenity) Act 1978. A fine of up to £2,500 may be imposed as well as a custodial sentence in some cases.
​
A fixed penalty notice of £150 can be issued to the owner as an alternative to prosecution. The owner must pay the costs incurred by us in removing, storing or destroying the vehicle.

Unauthorised Encampments
An unauthorised site or encampment is where people set up home on land without the landowner’s permission on private or council land.
​
South Gloucestershire Council run two authorised Traveller Sites within the area. As there is no provision for emergency or transit accommodation every unauthorised encampment will be considered individually.

Graffiti
Patchway Town Council will remove graffiti from their property, with South Gloucestershire Council being responsible for their owned property.

You can report graffiti to South Gloucestershire Council HERE. If the graffiti is related to terrorist groups or far right organisations, this should also be reported to the police. You can do this at: https://www.avonandsomerset.police.uk/report/illegal-graffiti. Once the police have investigated, it will be removed.

South Gloucestershire Council also offer a removal service for private property which is chargeable.
Traffic Lights
Traffic lights are monitored remotely by South Gloucestershire Council - however, if you do spot a problem with one, you can report this on 01454 868000 (24 hours a day 7 days a week) or by email to trafficsignals@southglos.gov.uk, stating the exact issue with the light and including details such as road names, nearby junctions, notable buildings etc.

Report a Derelict or Dangerous Building
You can report a derelict or unsecured building to South Gloucestershire Council on 01454 868004 during office hours.
